再议我国国有企业的保值增值“目标”

国有企业改革的前提是对职能进行准确定位,即明确国企建立的目标是什么,有了明确的目标,国企的改革才能沿着正确的方向。文章不从正面对国企目标进行论述,而从反面说明保值增值不应当包含于国企的目标,在某种意义上,保值增值仅是国企为实现国家宏观经济调控的条件之一。在十八届三中全会关于深化经济体制改革、推动国有企业完善现代企业制度的背景下,正确认识国有企业的目标是具有重要的意义。

Reconsideration of Chinese State-owned Enterprises'" Target" to Preserve and Increase the Value

The premise of state- owned- enterprise reform is the accurate localization of function,that is,to be definite about the target of establishment of state- owned enterprises; with a clear goal,state- owned- enterprise reform can be in the right direction. This paper discusses the state- owned enterprise not from the front side,but from the obverse side states that it should not be included in the SOE objective to preserve and increase the value,in a sense,to preserve and increase the value is only one of the conditions for state- owned enterprises to realize national macroeconomic regulation. Under the background of deepening the reform of economic system,promoting state- owned enterprises to improve the modern enterprise system proposed in the 3rd Plenary Session of the 18 th Central Committee,it is of great significance to correctly understand the target of state- owned enterprises.
