地方政府间不良竞争的深层原因及治理对策

地方政府间的竞争在我国早已存在,这其中有良性的竞争,也有不良的竞争,不良竞争严重阻碍了地方经济和社会发展。过去大量的研究都认为地方政府间不良竞争的存在是由于制度缺陷引起的。但是,从行政文化角度来分析,行政文化中的负面文化对地方政府间竞争产生的不良影响不容忽视,并提出相关的解决对策,以规范我国地方政府间的竞争行为。

Deep Reasons of Harmful Competition Among Local Governments and Their Countermeasures

There have been competitions among local governments in China for quite a long time. Some of the competitions are good while others bad. The harmful competitions severely hinder the local economy and social development. The past large amount of research argued that the harmful competitions were caused by the defect regulations. Starting with the administration culture, this paper tries to analyze the influence that the negative side of the administration culture exerts upon the competitions among local governments, and puts forward corresponding countermeasures. This can play somewhat enlightening role in prescribing the competitive behaviour of the local governments in China
