| 摘 要： | 官僚制是现代行政范武的主要模式,从20世纪70年代末开始,官僚制在西方公共行政领域遭到了猛烈的抨击,有些学者甚至提出了“摒弃官僚制”的观点。本文分析了官僚制的历史合理性,并对反官僚制理论进行了审慎的反思,认为官僚制依然具有其现实合理性。
