| 摘 要： | 科学发展观将是今后长时期统领全党和全局工作的指导性纲领,以此要求党的领导干部就必须使他们能够把科学精神作为自己的内在品质,因为科学精神是领导干部科学行政、依法行政、民主行政的基础。科学精神的养成需要领导干部在理论上和实践中不断学习。领导干部拥有科学精神对贯彻和落实科学发展观具有重大的积极的影响。

| Abstract: | Outlook of Science and Development will be the guiding principle ruling the Party and the work of all aspects in future,which demands leading cadres should regard scientific spitir as their inner characters,for scientific spirit is the base of their administrative work.The habit of scientificc spirit requires leading cadres' continuous studying theoretically and practically. Possession of scientic spirit has an important and positive effect on their carrying out Outlook of Science and Development. |
