| 摘 要： | 密尔是西方自由主义思想体系的一位重要思想家。他继承了霍布斯、洛克等人发展的古典自由主义中个人自由至上的思想,同时他深刻地意识到这种个人至上的自由观不可避免地造成个人与国家的尖锐对立。在此基础上,他将功利主义与自由主义进行了成功的结合,他认为,为了最大多数人的最大幸福,政府必须要实施有限而必要的干预。这样既实现了古典自由主义与新自由主义的过渡,也使得古典自由主义获得了新的活力。
