农村小额信贷对接性分析[1]---基于南充市南部县伏虎镇的调查

农村小额信贷具有额度小、涉及面广、周转灵活、方便快捷等特点,是一种符合农村地区特别是广大农户分散经营特点的有效信贷支农方式,在缓解农户贷款难方面起到了重要作用,但是在具体的实施过程中存在小额信贷供需双方有效对接不足的问题。在对南充市南部县伏虎镇农村小额信贷开展情况进行实地调研的基础上,具体分析影响伏虎镇小额信贷供需双方实现对接的制约因素。同时以博弈论为分析方法,探索小额信贷供需双方在怎样的情况下可以实现对接,在此基础上提出只有广大农户积极加强自身信用建设,信用社方面积极构建与农户的信用合作机制,政府方面提供有力的政策支持才能实现小额信贷供需双方的对接,从而保证这一有效的支农方式得以健康发展。

Analysis of Problems Concerning Linkage in the Operation of Rural Micro-credit--- With the Town of Fuhu as an Example

With the characters of small amount,wide range coverage,flexible operation,convenient and quick payment and so on,the rural micro-credit is consistent with the needs of rural areas,and it plays an important role in solving the problem of difficulty in obtaining loans for farmers.However,in the implementation process,the supply and demand sides face with the problem of ineffective linkage.Based on the investigation of Fuhu Town in Sichuan Province,study is made on the constraints between the supply and demand sides.Using the analysis of game theory,it explores in which circumstances can the supply and demand sides of micro-credit be effectively linked up.Then it proposes that in order to ensure the healthy development of micro-credit for farmers,rural credit cooperatives and the government should work together.
