| 摘 要： | 为推进中国的立法民主化和科学化进程,完善相关立法制度,运用比较研究方法对英国平民院立法辩论制度的程序和规则进行了考察。分析表明,英国平民院立法辩论制度尽管存在一些需要完善的地方,但总体而言,其在辩论主体、过程、规则和程序方面的制度设计上仍体现出一系列优良的品质。
