基于区域合作视角的西三角经济圈规划构想

鉴于西三角经济圈在西部大开发中的特殊地位及其成为中国经济新增长极的良好基础和现实差距,国家应尽早将其纳入国家中长期战略规划。本文从＂一心双核多轴带＂的城市群体系、立体综合通道网络体系、战略性产业发展与对接、信息共享及合作平台等方面构想了西三角经济圈内部融合的架构,并提出利用以成渝经济区和关中-天水经济区为新增长极着力点、以圈内圈外重大交通基础设施建设支撑的综合通道网络、以科教等社会事业发展支持的经济社会协调发展、以重庆地位提升构筑＂一心双核多轴带＂城市群体系、以生态保护与粮食安全为基础的可持续发展保障和以成渝经济区规划拓展区为联接带的区域一体化推进策略。

Ideas on Planning of West Delta Cconomic Circle under the Perspective of Regional Cooperation

In the view of the fact that the west delta economic cycle plays a special status in the western development and becomes a new economic growth pole with gap between good foundation and backward reality,the central government should integrate it into the national strategic plan for medium-and long-term development as soon as possible.In this paper,we devise a integration framework,which includes ’a center,dual cores and multi-axis’ of the urban agglomeration,three-dimensional integrated channel network system,strategical industry development and docking,information sharing and collaboration platform and the others.Then we propose several strategies to promote regional integration,which speak from the following aspects:Take the Chengdu-Chongqin economic zone and Guanzhong-Tianshui economic zone as a new stress point of growth pole,take major transport infrastructure inside and outside the circle as a support to build a comprehensive channel network,take the developing of science,education and other social services to support economic and social development,enhance the status of Chongqing to build a city group system with ’a center,dual cores and multi-axis’,take ecological protection and food security as foundation to ensure the sustainable development and take the expanding area of Chengdu-Chongqing economic zone as the joint belt.
