中国“三农”问题：制度变迁与组织演替

制度是组织的＂内核＂,组织是制度的载体和行为角色,制度内核不同,其经济绩效不同;有效组织是制度变迁的关键和主体,而制度环境制约、影响组织的发育、成长和发展。基于上述制度与组织关系的视域构建一个＂三农＂问题分析框架,考察＂三农＂问题与制度变迁、组织演替的关系,发现：强制性制度变迁的挤压,涉农内生组织逐渐消亡、异化,外生组织入侵、占位,导致制度变迁主体缺失,组织演替丧失连续性和动力源泉;违反制度变迁的内在规律,导致涉农制度变迁滞后和非均衡;涉农制度变迁与组织演进在制度的＂路径依赖＂和自我强化中被＂锁定＂,失去良性循环和互动。结论指出：＂三农＂问题的实质是制度变迁与组织演替的交互作用问题,其根源是制度变迁与组织演替关系异化,运行机制和内在动力遭到破坏,从根本上阻碍了中国农村制度变迁,组织创新的步伐。
