| 摘 要： | 党项政权在其存在的过程中经历了两次迁都，每次迁都均对其政权的生存和发展意义重大。环境变化是推动党项政权迁都比较重要的原因之一。夏州、灵州曾先后做过党项政权的政治中心，但由于长时期的人为活动和环境演变，这里已经不适合作为党项政权生存、发展的基地。在人地关系的相互作用下，最终党项人将都城迁往宁夏平原。
