| 摘 要： | 随着20世纪末合同能源管理模式进入中国,北京市的节能服务产业已初具规模且整体实力较强。在国家政策支持的基础上,北京市政府也进行了大力的政策扶持,并搭建起合同能源管理支撑服务体系,首批示范改造项目节能效果显著。然而,在推行合同能源管理过程中也暴露出一些问题,需要采取措施使其得到长足发展。
