转变经济增长方式与可持续发展战略

实现经济增长方式由粗放型为主向集约型为主的根本转变，这是对邓小平同志发展观的继承、丰富和发展，是改革开放的实践特别是建立社会主义市场经济体制的客观要求，是我国实现跨世纪目标的重大举措。转变经济增长方式的关键是正确处理速度、效率和可持续性三者之间的关系。粗放型的高速增长实际上是以对效率的损害为代价的。粗放型的高速增长引起并加剧经济波动，导致经济效益长期低下。给资源和环境带来巨大压力；高速低效的经济增长严重损害了可持续增长的物质基础。 促进我国经增长方式转变的根本途径是实施可持续发展战略。坚持可持续发展的目的是寻找一条使人口、经济、社会、环境和资源相互协调，兼顾当代人和子孙后代利益的发展道路。

Changing Pattern of Economic Growth and Sustainable Development Strategy

Changing the pattem of economic growth from the extensive to the intensive is the continuation and enrichment of Deng Xiaoping's development theory. It is also the requirement of opening-up policy, especially of socialist market economy, and a significant policy to ensure the fulfillment of our planned aim. The key factor of changing the pattem of economic growth is the masterful handling of the relationship of speed, efficiency and sustainability. Extensive high -speed growth is to the detriment of efficiency, and it causes and intensifises economic fluctuation, results in low economic benefit, exhausts resources and pollutes environment, bringing serious problems to sustainable development. Therefore the only pattem for the change to economic growth is to carry out sustainable development strategy, to seek out a way that harmoizes and balances population, economy, society, environment and resources.
