| 摘 要： | 从公民参与的视角研究社区基层民主的实现形式，我们发现各具特点的选举民主、自治民主、协商民主等都在公民参与城市社区治理中得到真实体现。基层民主形式的创新需要政府自上而下的授权与公民参与自下而上增权的良性互动。城市社区基层民主形式的实践不存在对与错的价值判断，只是在探索过程中的初步经验积累，我们应以宽容的态度允许其差异化的发展。

| Abstract: | From the perspective of citizen participation, we research urban community democracy and find that electric democracy, deliberative democracy and autonomic democracy are reflected in citizen participation in urban community governance. The innovation needs the good interaction between the government and citizen participation. There is no value judgment to the innovation. We should allow the different development in the tolerant attitude. |
