浅析三亚历史文化遗产资源保护与开发的现状

三亚今存的历史文化遗产资源,分为古遗址、古墓葬、古建筑、石窟及石碑刻、近现代重要史迹与代表性建筑五大类。通过专家把脉、加大资金投入,科学规划,三亚历史文化遗产资源得到了有效的保护和开发,但也存在着群众保护意识淡薄,一些资源保护措施没有及时有效地落实,历史文化遗产的旅游价值开发经验不足等问题。三亚历史文化遗产资源保护和开发要坚持地方抢救挖掘和专家论证相结合,政府导向和民间参与相结合,提高全民保护意识,避免房地产业高速发展有可能带来的对历史文化遗产的漠视甚至破坏;运用现代技术深入挖掘,科学开发历史文化旅游资源;同时加大保护执法力度;注重相关专业人才队伍的建设。

Analysis of the Current Situation of Protection and Development of the Historical and Cultural Heritage Resources in Sanya

Long history leaves the precious historical and cultural heritage resources to Sanya which contain five categories： ancient sites, ancient tombs, historic buildings, rock caves and stone caving, and important relics and representative architecture in modern and contemporary times. The experts＇ study, more capital investments, and scientific planning guarantee the effective protection and development for historical and cultural heritage re- sources in Sanya, but problems like the weak public awareness, unimplemented measures on resources protec- tion, and the lack of experience in tourism value development still exist. The protection and development of historical and cultural heritage resources should stick to the combination of rescue excavation and expert argumentation, the combination of government guidance and civil participation. The awareness of protection should be improved to avoid the possible disregard tural heritage. The advanced technology should be utilized to exploit and devel and destroy to historical and cul- op tourism resources in historical and cultural heritage. The strengths should be put on the law enforcement of protection and the training of spe- cialized talents.
