| 摘 要： | 冷战结束以来,地区冲突、自然灾害等事件造成了严重的人道主义危机,影响了世界的和平与发展。人道主义灾难危机的频频发生给国际社会带来了严重的战略险情。目前国际社会关于人道主义危机管理方面的制度安排并不完善,特别是武力干预模式产生的灾难性后果使国际人道主义危机管理陷入两难困境。干预合法性问题的争议一直影响着国际人道主义危机管理的效能发挥。

| Abstract: | Since the end of the Cold War,regional conflicts,natural disasters and other incidents have caused serious humanitarian crises,bringing serious strategic danger to the world community and affecting world peace and development.Currently, the institutional arrangement of the management of humaniarian crisis of the world community is far from perfect and the disastrous consequence of the military intervention model places international humanitarian crisis managemet in dilemma.Controversy over the legitimacy of intervention has affected the effectiveness of international humanitarian crisis management. |
