| 摘 要： | 少数民族地区应急法制建设十分必要。要改变在危机出现时以政策代替法规的现状。应急法制建设主要是区分预防和应急,在立法上合理配置行政权。少数民族地区在立法时应特别注意两个原则:一是行政应急性原则,二是信息公开原则。

| Abstract: | It is necessary to carry out the stipulations of emergency precaution laws in ethnic regions.Situations should be changed when reform takes the place of the laws in time of crises.The stipulations of emergency precaution laws should tell the difference between preventing and meeting an emergency,and empower the administrative right through the legislation.Two principles should be emphasized in the course of legislation in ethnic regions: first,principle of meeting an emergency administratively;secondly,principle of information publicity. |
