论整合激励模式的模拟市场机制

摘    要:市场被大多数经济学家视为一种最有效率的社会资源配置方式。中国的实践也表明:把资源配置权交给少数人掌握的高度行政控制式是十分低效和危险的。要激活人力资源,就必须把市场竞争机制导入企业激励资源的配置过程。但对于企业而言,又不可能实现完全的市场机制。本文提出在激励资源的配置上有行政配置、完全市场配置和模拟市场配置三种方式,模拟市场配置方式是一种更为现实的选择,它同时集中了行政方式的低交易成本和完全市场方式决策可行性高的优势,既体现了管理的权威性,又为人才的自主决策提供了一个平等的机会和舞台。

Abstract:Most economists view the market as the most effective means of allocation of social resources. The practice of China has indicated that the mode of a high degree of administrative control that the power of allocating resources is under control of a few people is very ineffective and dangerous. To activate human resources, we must put market competition mechanism into the allocation of enterprises' stimulation resources. It is pointed out that there are three kinds of methods of allocating stimulation resourcesthe administration one, the complete market one and the stimulated market one.
