| 摘 要： | 国有企业进行战略性调整,按照“抓大放小”的指导思想,先要明确现有国有企业的大小界定;其次,在调整中应遵循有进有退,有利于经济发展,有利于盘活存量资产,以及构建现代企业制度等原则,并在市场、法律、行政等手段作用下实现调整目的。

| Abstract: | As far as the strategic readjustment of state-owned enterprises is concerned, the size of a state-owned enterprise must be made clear first, according to the guiding principle of "invigorating large enterprises while relaxing control over small ones". In the readjustment the principles to be followed indued those of developing the advanced while contracting the backward, accelerating economic development, enliving stack assets, and constructing modern enterprise system, ect, while means such as market, laws and administration are to be employed for this purpose. |
