| 摘 要： | 公民社会的发展并不必然带来政治的民主化,但无疑,一个健康而充满活力的公民社会是政治民主化的前提。公民社会在公民的利益表达、孕育民主文化和制约国家权力方面,可以成为巩固民主的社会基础,也可以直接推进民主的进程。而民主政治的道德基础只有在公民社会中才能孕育和生成。

| Abstract: | The development of civil society does not necessarily bring out the political democratization.But,no doubt a healthy and vital civil society is the prerequisite of political democratization.In the aspect of expressing the civil interests,breeding the democratic culture and restricting the state power,the civil society either consolidates the social foundation of democracy or directly promotes the democratic development.The ethic foundation is only bred and produced in the civil society. |
