| 摘 要： | 东北老工业基地的振兴是我国欠发达地区通过实施赶超战略缩小与东南沿海地区之间差距的又一重要举措。通过对制度创新初始条件的分析,可找准东北开发的切入点,将强制性制度变迁作为基本途径。东北地区的制度创新:1)中央政府的政策转换在体制变迁中起关键性作用;2)地方政府在体制变迁中具有特殊重要作用;3)培育真正意义上的微观主体是制度变迁的最终目的。

| Abstract: | Vitalizing the old industrial bases in northeastern region is a great step to reduce the gap between the backward region and the southeastern region. Through the analysis of the primary condition of the institution innovation, the paper tries to seek the hinge of the question and regards the forced innovation as the basic way. In addition, the fundamental pattern is analyzed on the basis of the path dependence and institution innovation. |
