荒政是清政府对新疆工作的重要内容,报灾是进行救灾的重要环节。本文探讨了清代新疆报灾程序的形成及其演变。第一部分,以清文献分析了报灾程序的建立与发展。第二部分初步探讨了建省前新疆各地的报灾流程和各地不同的报灾方式,同时分析了建省后新疆报灾程序的变化趋势。第三部分主要探讨报灾期限及其社会影响。报灾是清政府救济机制运行的关键,体现了新疆地方行政制度与内地划一的行政职能。

A Study on Disaster Reporting Procedure in Xinjiang in the Qing Dynasty

Famine policy was an important content of relief work for Xinjiang of the Qing government,and disaster reporting was an important step in relief work.This paper discusses the formation and development of disaster reporting procedure in Xinjiang in the Qing Dynasty in three parts: 1) establishment and development of disaster reporting procedure;2) different procedures and methods of disaster reporting before and after setting up province in Xinjiang;and 3) disaster reporting deadline and its social effects.The paper is intended to illustrate the key role of disaster reporting in government’s relief work and the unified function of the local administrative system in Xinjiang and other provinces in the hinterland.
