服务型政府建设的六大关键问题

当前,在服务型政府建设方面存在着一些模糊认识,研究和澄清其中的关键性问题,对于推进这一建设具有重要意义。在服务型政府建设中的主体方面,应强调政府与社会"双向互动";在政府纵向间分工方面,应强调合理划分职责,减少"职责同构";在政府横向间分工方面,应强调充分发挥所有国家机关和国有事业单位的作用;在时空布局方面,应强调这一建设是有前提、有条件的,要逐步推进;在切入点的问题上,应强调不同层级的政府抓的"事"应有所不同,地方政府要善于抓"小事";在服务型政府的规模方面,应强调避开"大政府"与"小政府"之争,努力建设规模适度的"强政府"。
