安全需求是人类低层次的需求,安全需求的满足源于对灾害与灾难的认识及其采取相应的行为。由于灾害与灾难始终伴随着人类发展而不断演变,人类对灾难起源的认识观念历经了最初的神秘主义观到当前的科学主义观的变化,对灾害与灾难所采取的行动从最初消极无为到积极预防的改变,创建了比较完善应对灾难的组织和制度。但是,在人类发展行动过程中又繁殖了新的风险和灾害。安全成为一种主观感受,又是行动的客观目标;安全始终处于观念范式与行动范畴的摇摆之中。

The demand of security is a low level of humanity requirement,so it roots in the cognition of disaster and hazard and action to them.The kinds of disaster and hazard change with the development of society continuously.The understandability about the origin of disaster has being changed from mysticism to scientism,and the reaction to disaster changes from passive inaction to active prevention.The perfect system has been founded.But new risk and disaster arise during the process of the human development and action.Security becomes a kind of subjective conception and the objective goal of action to disaster.So the pursuit of security sways between the idea paradigm and the action category.
