国有商业银行履行社会责任的机理分析

政府近十余年以来动用四万多亿社会公共资金对国有商业银行进行了股份制改造,国有商业银行事实上的国有性质及其寡头经营格局和巨额利差的存在,是国有商业银行履行应有社会责任的现实基础和前提。作为对改革成本支付者的一种利益补偿机制,国有商业银行应该承担起为社会公众提供令人满意的金融服务,以及通过向政府上缴红利的方式让社会各阶层共享银行业改革成果的社会责任;另一方面,由于有问题银行的负外部性,国有商业银行还要切实承担起维护我国金融体系的安全性和稳定性、防范系统性金融风险发生的职责。国有商业银行应该主动将外生性道义责任压力转化为企业的内生性要求,转化为国有商业银行一种自觉、自愿和自律的责任行动。

Analysis on Social Responsibility Mechanism in State-owned Commercial Banks

In recent more then 10 years,the government has spent more than 4 000 billion RMB yuan in supporting joint-stock reform of state-owned commercial banks,the identity of its state-owned and oligopoly competitive operation environment and the existence of giant interest margin,which are the basis for state-owned commercial banks to fulfill their social responsibility.As a compensation regime for the reform cost-payers,the state-owned commercial banks should take the social responsibility to provide a satisfactory financial service for the people and share its reforming achievements with the people all over the country by providing dividends to the government.Furthermore,due to the negative externality of the questionable banks,it is the state-owned commercial banks' obligation to sustain the safety and the stability of financial system and avoid the systematic financial risk.To the state-owned commercial banks,they should turn the external pressure of ethics to the inherent motivation and take action to fulfill the social responsibility on the basis of volunteer,self-consciousness and self-discipline.
