高校图书馆中文图书采购招标分析

随着高等院校的合并及扩招,很多高校图书馆的生均藏书量及生均年递增图书量都不能达到教育部本科院校教学评估的指标,因此各图书馆的采购经费得到了空前的增加,为使图书馆采购资金得到更好的利用,规范图书采购渠道,避免采购过程中不合理现象的发生,图书馆中文图书采购招标应运而生。已有越来越多的高校图书馆采用这种模式来确定图书供应商。笔者结合本馆的招标实践,就中文图书采购招标这一方式的意义、存在的问题以及招标中应采取的对策进行探讨。

The Analysis of the Bid for Chinese Books Purchase In the University Library

With the merger and enrollment of institutions of higher learning,in many schools both the collection volume and the yearly increasing collection volume fail to reach the college teaching evaluation norm of the Ministry of Education.So the library purchase funds has an unprecedented increase.In order to make better use of the purchase funds,to standardize the purchase channels and to avoid unreasonable phenomena in the purchase process,the bid for chinese books purchase emerged as the times demand.More and more college libraries have used this model to determine library suppliers.Combining with the bid practice of the author's library,this paper probes the significance of the bid for chinese books purchase,the existing problems and the bidding countermeasures.
