摒弃创汇导向树立旅游业科学发展观

本文根据外贸出口政策业已调整、现阶段旅游创汇占外汇收入实际比重大幅度下降的状况 ,提出了应立即摒弃以创汇为导向的旅游产业发展政策 ;旅游业发展水平评价体系应从根本上回归旅游业的经济产业属性 ;以产业规模和行业盈利能力 (利润总额 )为主要指标 ,结合当地社会经济发展状况和旅游业的优化产业结构、提供就业与再就业、扶贫、创汇等多方面的经济社会功能 ,设置不同的加权系数 ,以指数形式全面真实地反映旅游业发展状况。

Rejecting the Orientation of Earning Foreign Exchange and Building Up a Scientific View of Development

Based on the fact that the policy of export has been modulated and that the foreign exchange reserves have declined substantially,the article puts forward the suggestion that we should give up the policy oriented by the foreign currency revenue and build up the a scientitic riew of development. Meanwhile,the article also advances that a evaluation system of tourism development should be transferred to the attribute of economy industry and so on.
