EPAM: the Way of Promoting the Allocation of Resources Under the Market and Prevent Corruption

In this paper the author expatiate on the present ma nagement methods of governmental engineering projects, the characteristic of being no owner of nati onal property and the imperfection of markets mechanism and supervision are the reasons of exceeding budget, low level management and corruption. Then the autho r points out that Engineering Project Authorized Management (EPAM) can eliminate exceeding budget and corruption, the markets can setting price down with a visi ble hand and then increase the exchange efficiency. The author also points out t hat in using stocks, quantity distribution and price mechanism, EPAM can adjust balance between supply and demand, improve the market microstructure of engineer ing projects and reduce the market risks. Finally, the specialization of EPAM is suitable to set price down according to the quality difference and can avoid th e problem of adverse selection are illustrated in detail.
