| 摘 要： | 一般来说,民主包括实质民主和程序民主两个方面,实质民主规定着民主的主体内容,程序民主强调民主的实现形式,程序民主发展的好坏直接影响着实质民主的有效实现。现阶段我国程序民主建设存在程序设计不够完善、程序虚化、程序钝化等问题,且在建设过程中遇到了政治上、经济上、文化上等多方面的挑战,程序民主建设的乏力成为我国社会主义民主建设的"关键性障碍"。发展社会主义民主,必须推进程序民主建设,应该从转变观念、完善制度、深化政治体制改革三方面进一步促进程序民主的发展。
