"新三元结构"与公民社会发展——从政府体制改革的视角分析

政府体制改革的过程实质上就是政府、市场和公民社会三者关系动态变化的博弈过程,我国政府体制改革的目标应该是建立稳定的、相对独立的、分工合作的"新三元结构"。在"新三元结构"关系之下,公民社会应该是其中重要的一极,公民社会的成熟和发展是我国政府体制改革是否完善的重要标志,也是政府体制改革进一步深化的重要途径。中国公民社会的兴起和发展与政府体制改革形成了一种双向互动的关系。

The process of Chinese governmental system reform is the dynamic change process of three relations of government,market and civil society in fact;the goal of Chinese governmental system reform should be the establishment of "the new tri-structure" of stable,relatively independent,division of labor and cooperation.Under the relations of "the new tri-structure", the civil society should be important one,the mature and the development of civil society is a important mark of gradual perfection of Chinese governmental system reform,also is a important way of governmental system reform.Chinese civil society's development has formed a bidirectional interaction relation with the development of the governmental system reform.
