“应急管理”述评：农村非政府组织参与应急管理的现状与影响因素分析——以广东省为例

农村非政府组织是农村应急管理的主体之一，在实践中表现出参与意愿高但主动性不强，参与类型多但效果不明显的矛盾。影响其参与应急活动的因素包括农村非政府组织的生存与发展困境、农村突发事件纷繁芜杂而应急基础建设薄弱、农村应急合作机制缺乏三个方面，其中最关键的因素是农村非政府组织网络结构建设不力。要确立和发挥农村非政府组织在应急管理中的主体地位和作用，根本的途径是建构由农村非政府组织和政府及农村外非政府组织组成的三元互动应急网络，完善各类机制，优化应急参与流程。

An Analysis on the Status and Influencing Factors of Rural Non- Governmental Organizations Participating in Emergency Management-A Case of Guangdong Province

Rural non-governmental organizations are one of the subjects in emergency management in rural areas. In the practice, there are some contradictions, such as their high willingness but initiation, and various types but unobvious effects. The influencing factors include three aspects： the plight of the survival and development, the weak infrastructure in rural emergency, and the lack of rural emergency response mechanisms for cooperation. To establish the dominant position and play the role of non-governmental organizations in rural emergency management, the most important rule is to build three-dimensionally interactive emergency management network, which is made up by rural non-governmental organizations and urban non-governmental organization, for the sake of perfecting each kind of mechanism and optimizing the flow path of the emergency participation.
