| 摘 要： | 农村扶贫资金对贫困地区和贫困人口来说是一种稀缺资源,能够在多大程度上缓解贫困是衡量扶贫资金使用成功的一个重要指标。尽管国家扶贫资金投入的规模不断扩大,但却没有获得应有的效益。究其原因主要是扶贫资金使用中存在很多问题,影响了扶贫资金的使用效益。

| Abstract: | Poverty Alleviation Fund(PAF) is a scarce resource to the poor areas and the poor population.The rate of poverty alleviation is an important index to assess the usage of PAF.But in recent years,although PAF increases every year,the number of the poor didn't decrease obviously.The reasons and suggestions in the usage of PAF are discussed in the present paper. |
