The "Dialogue" between Modern Political Civilization in the View of Political Development

This paper expounds with the theory of process that there is a certain unity between political civilization and political development, which means a step forward towards a political system of further progress and further institutionalization. Such a logic relation provides the dialogue between modern political civilizations with a corresponding theoretical situation. On the stratum of political development, there are several factors that promote the dialogue the features of political culture and the process of its construction, a larger political involvement and the proposal of global government and its practice, the process of enhancing the function of political system. These three aspects are the important tokens of political development and, at the same time, provide the dialogue with moment and motive.
