南京市非公有制经济发展的地方立法探讨

近年来 ,南京市私营个体经济正面临着跨越发展的机遇。但从全国的范围和“十五”发展规划的要求来看 ,南京市私营个体经济的发展仍是一条“短腿”经济 ,主要表现为“一小、一少、一低” ,即 :经济总量小 ;上规模的企业少 ;管理水平和技术含量低。与部分发达省市相比 ,南京市非公有制经济的发展还存在着一定的差距。非公有制经济的发展 ,离不开法制的环境。通过完善地方立法 ,方能保障和促进南京市非公有制经济快速健康发展

On the Local Legislation to Regulate Non- public Economic Development in Nanjing

In recent years,private individual economy is facing opportunities brought about by spanning development. Yet in view of nationwide situation and the development request of "the Tenth Five-year Plans", Nanjing's private economy is stil1 ineffective. Its defects are mainly as follows: limited total supply and demand,few large-scale enterprises, insufficient management and technology. Compared with some developed provinces and cities, Nanjing's market is still backward in some aspects. The development of non-public economy cannot do without legal system. Only with perfect local legislation,can we ensure and promote the healthy and speedy development of Nanjing's non-public economy.
