国有企业治理改革的障碍及其政策性建议

本文首先对国有企业的改革进程和公司治理的变化进行了分析,认为国有企业的困境在很大程度上是由于过分对治理或管理某一方面偏重的结果.国有企业治理改革的主要障碍在于对国有企业的存在价值、产权问题、政府和企业的关系以及银行的商业化等认识存在问题.最后,本文提出了有关国有企业治理改革的方向和政策性建议.

The Governance Reform of State-Owned Enterprise and the Relative Suggestion

This paper analyzes the process of the state-owned enterprises (SOEs) and the corporate governance reform, and suggests that the main reason of the dilemmas of SOEs is that the reform often pays more attention to the governance or the management system, not both of them. The obstruction of the SOEs reform includes: the understanding of the value of SOEs, the property mechanism, the relationships between the government and firm, and the market mechanisms of the bank. Finally, it provides some policy suggestion on the governance reform of SOEs.
