略论道德治理能力现代化的主要特征

党的十八届三中全会提出了推进国家治理体系和治理能力现代化的改革目标和要求,道德治理能力的提高意在其中。道德治理可以从目的论角度和手段论角度两个方面来理解,承担"扬善"和"抑恶"两个方面的社会职能。当前社会治理的主要功能是"抑恶",但从根本和长远来看,道德治理意在"扬善",完善人的自我发展。借鉴现代社会治理的特点和要求来分析,道德治理能力现代化应体现在:道德治理的主体多元,道德规范的法律化、制度化,道德治理理念的现代化,充分发挥社会主义核心价值观引领道德治理的灵魂作用。

The Features of Modernization in Moral Governance Capability

The Third Plenary Session of the 18 th CPC Central Committee decided to advance modernization in the State governance system and governance capability, one of which is moral governance capability. There are two perspectives to understand moral governance, that is, ends and means. And moral governance has two social functions which are promoting the good and forbidding the evil. The main function of moral governance is forbidding the evil for now, but promoting the good for the future. Based on the features and requires of modern social governance, modernization in moral governance capability means diversity of the main body of moral governance, legalization and institutionalization of moral norms, modernization of moral governance principle and the guidance of core socialist values.
