| 摘 要： | 党的十八大以来,我国的生态文明制度体系建设愈加注重生态环境治理体系中制度之间的相互联系,呈现出一个紧密关联、相互协调的整体,并且执行力大大提升。根本原因在于这个制度体系是建立在科学理论基础之上。新发展阶段坚持和完善生态文明制度体系,要坚持以习近平生态文明思想为指导,坚持党对生态文明建设的领导;统筹推进实现碳达峰及碳中和目标相关制度建设;推进关键制度的建设和完善。

| Abstract: | Since the 18th National Congress of the CPC,the construction of China’s ecological civilization system has paid more attention to the interconnection within the ecological environment governance system,so the ecological civilization system has been increasingly closely related and coordinated,and the ecological environment governance greatly improved.The fundamental reason is that this system is established on scientific theories.To uphold and improve the ecological civilization system in the new stage of development,it is necessary to follow the guidance of Xi Jinping Thought on Ecological Civilization,uphold the Party’s leadership in the construction of ecological civilization,accelerate the system construction to realize Peak Emission and Carbon Neutrality,and promote the construction and improvement of some key systems. |
