| 摘 要： | 我国西北民族地区的生态环境建设长期存在土地荒漠化、水土流失严重、生物多样性差等诸方面问题;造成恶化的原因既有自然因素,又有人为因素,既有经济因素,又有社会因素,既有历史因素,又有体制、机制因素。应站在可持续发展的战略高度,转变经济发展方式,实现人与自然、人与社会的和谐发展。
