| 摘 要： | 关注和改善民生是中国共产党执政理念的新飞跃,是马克思主义的题中应有之义。改善民生,要求我们高举中国特色社会主义伟大旗帜,以邓小平理论和＂三个代表＂重要思想为指导,深入贯彻科学发展观;做到＂四个坚持＂,即坚持解放思想,坚持改革开放,推动科学发展,促进社会和谐,推动全面建设小康社会;坚持以人为本与公平正义。临沂市河东区创新为民机制,把民生工作落到实处;落实富民措施,将促民增收放在首位;推进惠民事业,使发展成果普惠群众;构建安民体系,让稳定和谐成为常态,努力构建＂富强河东、和美河东＂。
