| 摘 要： | 在转方式调结构的战略背景下,欠发达地区面临着＂加快发展＂和＂加快转变＂的双重任务。欠发达地区在转方式调结构中,必须坚持以跨越发展为主题,处理好＂快＂与＂好＂的关系;以产业升级为主线,处理好＂新＂与＂旧＂的关系;以统筹发展为主轴,处理好＂城＂与＂乡＂的关系;以绿色发展为主导,处理好＂增＂与＂减＂的关系;以改善民生为主旨,处理好＂强＂与＂富＂的关系,才能够创新突破,有所作为,加快科学发展步伐。
