城市化进程中农村土地权利保护问题研究

由我国政府主导的城市化对宏观经济的增长做出了很大贡献。在推动高增长的因素中,土地起了关键性的作用,成为地方政府实现城市化的工具,但由此也引发了农民土地权利受侵犯、农民失地后被城市边缘化等问题。严格保护耕地,实行节约用地和集约用地,是我国土地管理的政策主题。切实保护农民的土地权是实现这一目标的制度基础。

On the Problems of Rural Land Rights Protection in the Process of Urbanization

Chinese government-guided urbanization has contributed a lot to the increase in the country's micro-economy.Among the promotive factors for the increase,the land is the key one,which is considered as one of the major tools used by local governments to realize their urbanization.This,however,has also evoked many problems,such as the infringement of peasants' land rights,their being alienated after the loss of their lands,etc.To protect the land rights of peasants in a practical way is one of the country's long-established policies,as Chinese government has always been focusing on the strict protection of farmland and an efficient and collective use of its land resources.
