| 摘 要： | 发展中国家由于其在进步程度上的滞后性 ,因而在发展中同时存在着“后发优势”和“后发劣势”。显在的“后发优势”表现为技术模仿 ,“后发劣势”表现为制度改革的滞后。后发国家在发展中 ,关键是制度改革要配套 ,化劣势为优势。

| Abstract: | Owing to the tardiness in their progress, developing countries display concurrently their "later-development" advantages and disadvantages. While the main advantage comes from the possibility of technological imitation, the most conspicuous disadvantage lies in their lag in reform of the system. Thus what is important to them is to turn the disadvantages into advantages by means of reforms in the supporting system. |
