康德《永久和平论》与当代国际法律秩序的构建及困境

Kant's Perpetual Peace and the Construction and Problem of Contemporary International Legal Order

The main contribution of Kant＇s Perpetual Peace to contemporary international law was embodied in the sketch of ＂a Federation of Free States＂,which became the theoretical foundation of the United Nations.Kant was the theoretical founder of the United Nations and an important theoretical founder of contemporary international legal order.＂A Federation of Free States＂ was the key idea and institutional design in perpetual peace.Although there was no worldwide war since the establishment of the United Nations,regional conflicts and wars occurred constantly.It seems that Kant＇s perpetual peace has not been realized.China has made proposals for building a Harmonious World.Under such background,it is important to rethink Kant＇s perpetual peace.Kant is idealist in the Perpetual Peace,but he is somehow realistic in terms of the strategic arrangements toward the realization of perpetual peace.One predicament of realistic strategic arrangements is that war continues to exist.
