| 摘 要： | 高校学报的功能属性包括：学报是发现人才和培养人才的舞台；学报是科技创新和学术交流的载体；学报是面向生产和服务社会的窗口。学报的质量应从全面质量管理理论的高度来研究，而作为一类重要的科技期刊，其质量内涵也涵盖政治质量、学术质量、编审质量、出版质量和服务质量五个方面的主要内容。在分析学报质量属性的基础上，建立学报质量体系模型，具体分析各个质量指标的具体属性，对于进一步分析学报质量的影响因素，确立提高学报质量的有效途径，将起到积极有效的作用。
