| 摘 要： | 论述了黄河流域水资源概况,探讨了黄河流域水资源保护法制建设的意义,提出了黄河流域水资源保护法制建设对策:建立黄河流域水资源保护法律体系、建立严格公正的黄河流域水资源保护执法和司法体系、建立健全黄河流域水资源保护执法检查监督制度、加强水资源保护法系统研究、培养和增强黄河流域内政府民众水资源保护的法制意识。

| Abstract: | The general situation of the water resources of Yellow River basin is introduced. The significance on the legislation on the water resources protection of Yellow River basin is discussed. The possible solution of legislation on the water resources protection of Yellow River basin is proposed, including building the legal system, strict and fair implementation and judicial system, supervise system of the water resources protection of Yellow River basin, enforcing the systemic research of the water resources protection rules, strengthening the legal consciousness of government and the people on the water resources protection. |
