| 摘 要： | 国民休闲不仅是国民在有闲、有钱、有需求基础上的“自发”行为，更有赖于国家在社会福利方面的制度安排。普遍的有闲和有钱的社会以及社会保障制度的完善为国民的休闲提供可能，把休闲作为增进的福利也是可能的。唯有如此，从国家层面和国民个体角度才能共同追求休闲的终极目标——幸福。

| Abstract: | National recreation is a kind of spontaneous activity not only depending on money, spare time and demand for recreation, but also on social welfare offered by the country. Universally free and well - fared society and improvement of welfare systems can make national recreation possible and make it become a kind of extra welfare. Only in this way Can the country and national individuals reach the terminal goal happiness. |
