反对贫困与不平等——结构变迁、社会政策与政治

作为联合国社会发展研究院消除贫困和不平等问题的最新思考,本报告倡导将这一命题嵌入广阔的发展结构之中,主张多种政策和措施的配置组合:需要相互补充和协同的结构型转变、宏观经济政策和社会政策的实施过程。社会政策不但具有再分配属性,且具有生产性;也就是说,如果将贫困人口单纯视为一种需要采取区别政策的"剩余"群体,那么就会严重忽略掉他们的能力成长与宏观社会层面的健康发展有着密切联系这一事实。对于那些已经成功实现增进大多数人口福利的国家来说,公共政策的中心,应该是诸如推进平等和公民参与等"结构变革的长期进程",而非减贫本身。
