使“干部经常受教育 ,农民长期得实惠”是农村实践“三个代表”要求的简要概括。实现“农民长期得实惠”目标 ,需要有效机制作保证。要完善市场机制 ,加快结构调整 ;健全创新机制 ,增添农村经济活力 ;完善注入机制 ,改善生产生活条件 ;健全引动机制 ,培育农村新的经济增长点 ;健全责任机制 ,保证农民长期得实惠。要教育党员干部树立正确的“三观” ,加强农村基层民主法制建设 ,以及进行农村税费配套改革等深层次问题。

On Establishing and Perfecting Effective Mechanisms for Peasants' Permanent Material Benefits

One of the goals in carrying out the Three Representatives in the countryside is to bring peasants' permanent material benefits which requires effective mechanisms to guarantee its realization. Mechanisms of market, initiation, introduction and development should be established and perfected, and party members and carders should acquire correct concepts and the democratic and legal construction in the grass-roots level in the country-side should be strengthened.
