以人为本的创新资源整合观辨析

基于不同的发展观,会形成创新资源整合的不同思路和不同的制度安排。从科学发展观出发,创新资源的整合必须坚持“以人为本”。在澄清“以人为本的创新资源整合”概念的基础上,学习和落实科学发展观,并提出了从以下四个维度加以理解:创新资源整合的根本目的是促进人的全面发展,创新资源整合的首要原则是坚持人文的价值取向,创新资源整合的实质问题是协调人的利益关系,创新资源整合的基本前提是提高人的素质。

On the People -Oriented Integration of Innovational Resources

Based on different outlooks on development, there will be different ideas and institutional practice in the integration of innovational resources.With the outlook on scientific development as the starting point,the integration of innovational resources must adhere to the idea of taking people as the foremost.The main task of studying and fulfilling outlook on scientific development is to clarify the concept of the integration of innovational resources taking people as the foremost,which can be understood from the following four perspectives: firstly,the ultimate goal of the integration of innovational resources is to promote all-round development of human beings;secondly,the chief principle of the integration of innovational resources is to uphold the people-oriented values;thirdly,the essence of the integration of innovational resources is to coordinate the human relationships in terms of their interests;finally,the fundamental prerequisite of the integration of innovational resources is to improve human' quality.
