| 摘 要： | 健全农业生态环境补偿制度是中国经济可持续发展的内在要求、生态文明的必然要求以及改善民生和构建和谐社会的迫切要求。加强农业生态环境补偿制度立法工作和执法力度,实现补偿标准明确化和差异化,促进补偿方式多样化,确保补偿主体明确化,提升补偿管理规范化和市场化水平等五个方面是健全农业生态环境补偿制度的重点所在。
