| 摘 要： | 以往人们对权力制约的关注视角和研究方法过于注重其“应然”性而忽略其“实然”性,使得所形成的权力制约理论并不能真正在实际工作中发挥作用。权力制约应当从权力存在和运行的实然状态入手,在构成权力存在和运行系统的各个方面进行制约,最终保障权力的准确运行。

| Abstract: | In the past,people's concerning visual angle and research method to the power limit placed over-emphasis on "what should be done" but ignored "practical means".This made the formed theory of the power limit cannot play a role in actual practice.The power limit should start with practical means state of existence and exercise of power,give limit to every aspects of system of power,and properly guarantee the power's exercise. |
